Qatar

Country Overview

Qatar (population 2.7 million, 2022) is a strategically important GCC market where government-led investment shapes commercial momentum. 

While energy remains the backbone, the country is investing to deepen diversification—prioritizing manufacturing, logistics, and tourism—and positioning itself as a regional tech and digital hub through its Digital Agenda 2030. 

Qatar has also strengthened its investment framework to attract FDI and innovation, including legislation that permits up to 100% foreign ownership in most economic sectors and a Public-Private Partnership (PPP) law designed to support diversification and expand private-sector opportunities, including in education, environmental technologies, and healthcare.

Qatar IP System Overview

Qatar is a signatory to several international IP treatiessuch asthe Paris Convention, the Patent Cooperation Treaty (PCT), the Berne Convention, the Madrid Protocol and most recently, the Nice Agreement (entry into force on February 10, 2026).

Oman

Country Overview

With a population of over 5.27 million and a GDP of around USD 114 billion (2023 est.), Oman is steadily positioning itself as one of the Gulf’s rising centers for innovation, trade, and IP developmnt.

Backed by the country’s forward-looking Vision 2040, Oman is investing heavily in diversification, sustainable technologies, and the knowledge economy. Country Overview

Lebanon (population ~6 million) is a commercially diverse market with a long-established private sector and a strong services base, with Beirut at the center of commercial activity. Yemen

Country Overview

Yemen (population approx. 41 million, 2024) presents a complex IP landscape due to the ongoing political division between Sana’a and Aden. To ensure comprehensive protection, rights holders must currently navigate a dual-filing system, submitting separate applications to the registry in Sana’a (controlled by the de facto authorities) and the registry in Aden (controlled by the Internationally Recognized Government).

Despite severe economic challenges, Yemen remains a relevant market for consumer goods, pharmaceuticals, and basic commodities. The legal system allows for the protection of IP rights, but enforcement is fragmented. The administrative split requires careful portfolio management to prevent gaps in protection, particularly for trademarks used in both the northern and southern regions. Recent procedural updates in 2025 have introduced stricter requirements for pharmaceutical trademarks in Aden.
